On behalf of the SELF Board and Staff, I would like to
acknowledge the dedicated service of Lynn April Hartline, Deputy Superintendent
of the Orange County Office of Education, who stepped down on June 30,
after serving as SELF's Board Chair for the past eight years. Lynn has
provided the outstanding leadership which has kept this program together
during a difficult time for public agency pooled risk programs in California.
We are fortunate that she will continue to serve on the Executive Committee.
Robert Wickstrom, Director of Business Services at Sierra College, takes
over as Board Chair for the two-year term starting on July 1, 2001. Robert
was elected to the Board in 1991 and has served continuously as Board
Comptroller since being elected to the position in September 1995. Many
other officers were elected and we are fortunate to have them continue
to provide such strong leadership to the program.
The return of the hard insurance market was a challenge
for shared risk pools and we can be proud of how well our program endured
the 2001 renewals. We received comments from a number of JPA managers
who were thankful SELF was here during one of the most difficult renewal
periods in recent history. As we close the 2000/01 fiscal year and start
a new year, it's a good time to reflect on some recent accomplishments
for SELF. With over 1,000 member districts approving a change to a Joint
Powers Agreement with a significant majority and in record time is a
great task. The Board election had one of the highest turnouts of any
election to date. The Claims and Coverage Committee has completed its
project of updating the Memorandum of Coverage in the Excess Liability
Program. None of these things could happen without the strong support
of our members and for that we are most fortunate.
