SELF Management Team

Dave George is responsible for providing leadership in the day-to-day operations of SELF. Dave brings more than 27 years of risk management, risk financing and claims administration experience to SELF. He has a Bachelor of Arts in Psychology from Creighton University, Omaha, NE and a Masters of Public Administration from University of Southern California, Los Angeles. He holds Associate in Risk Management, Public Entity and Enterprise Risk (ARM-PE) and Certified Chief Business Official (CASBO) certifications.

A former SELF Board Chair, Dave was the Executive Director, Risk Management for San Francisco Unified School District for 11 years, and prior to that held positions with both Arthur J. Gallagher & Co. and Carl Warren & Co.

Kathryn Mathes is responsible for SELF’s day-to-day financial operations, the annual budget and audit as well as the management of SELF’s investment portfolio, among other duties. She brings 40 years of accounting and financial management to SELF in both the private and public entity space and received her Bachelor’s degree in Business Administration, Accounting from San Diego State University. She holds a Certified Public Accountant license and is also a licensed insurance agent in the state of California.

Prior to joining the SELF team in 2022, Kathryn served as the Accounting Manager for the City of Chico and before that spent five years as the Manager of Governmental Accounting for the Butte County Auditor Controller’s Office. She obtained her insurance license while working as the Agency Controller for North Valley Insurance Agency, Inc. based in Chico.

Lynn Garcia has held the position of Chief Litigation Officer since February, 2024. She provides guidance and advice in defending complex liability claims made against SELF members; assisting in assigning and managing defense counsel and developing, in collaboration with the primary layer adjusting team and counsel, the resources, litigation and settlement strategies to bring cases to the most favorable resolution possible.  
 

Lynn has more than 30 years of California litigation experience, having graduated from McGeorge School of Law in 1987 as a member of both the Order of the Coif and the Order of the Barristers. She also was the first McGeorge Student to be recognized as an ABOTA Student Trial Advocate of the Year. Since then, she has completed advanced training on conducting multi-disciplinary forensic interviews of abused children through the American Professionals Society on the Abuse of Children (APSAC).

Lois Gormley is responsible for all communications, publications, advertising, training, conference appearances, data collection, underwriting and member services at SELF. She has a bachelor's degree in Journalism from the University of Nevada, Reno and holds an ARM designation.

Prior to joining SELF in 2005, Lois worked for nearly a decade at various newspapers throughout California and Nevada covering crime, courts and public safety. She also spent seven years working in the insurance industry in claims operations and as an underwriter for the California State Automobile Association (CSAA).

Jimmy Rowe is responsible for providing leadership in SELF's claims operations. He manages both the tail of SELF Excess Workers' Compensation Program and all claims operations for SELF’s Excess Liability Program. Jimmy has more than a decade of experience in handling and managing workers' compensation claims in California and specialized in handling large caseloads. He received his bachelor's degree from California State University, Fullerton and holds a California State Self-Insured License.
 

Prior to joining the SELF team in 2014, Jimmy worked for Gallagher Basset as a contract Senior Caseload Manager and held the position of Western Regional Unit Manager for The Hanover Insurance.
